Abstract: The research examined the emergence and interpretation of the terms social and civic competence. Due the European Union embraces the heritage of Greco-Roman culture, this study is based on Socrates' ancient reflections on human and civic virtues. The social and civic competences in the Recommendation of the European Parliament and of the Council (2006/962/EC) were tested in English, French, German and Hungarian. The comparative studies were followed by the analysis of five other documents (legislation, drafts and opinions on them) that have an indirect impact on the practice of citizenship education in Hungarian public education. The results show that the focus of citizenship education in Hungarian formal education has shifted towards social competences. Civic knowledge is not given a sufficiently prominent place and role in the Hungarian understanding of civic competence.
