Abstract: This study explores the evolution and application of the concept of special educational needs (SEN) internationally, with a focus on Hungary and Slovakia. It outlines the historical context along the lines of assistive education and disability. It traces the historical roots of the expression SEN and inclusive pedagogy from the Warnock Report to key UN and UNESCO documents, highlighting shifts from medical deficit to social and bio-psycho-social approaches. While widely used, SEN remains variably interpreted across cultural, educational, and legal contexts in different countries. Using the OECD’s definition as a reference, the paper compares Hungarian and Slovak perspectives, identifying similarities and differences in practice. The aim is to clarify the concept of SEN in order to raise awareness and promote more equitable education in 21st-century schools.
